little bit warmer yesterday than we were at this hour yesterday. it's still cold in the north bay, though, 32 degrees up there, definitely still seeing a nice cold morning. temperature change 24 hours, you could see we're a few degrees warmer this morning, even though it's still cold, because our dew points are up, an increase in moisture that helps boost our overnight lows. the big story as we head into tonight is going to be the increase in those winds. wind advisory has been issuedki later tonight for the north bay mountains, santa cruz mountains for elevations above 1,000 feet, so i'll go over how strong the winds will get, the time line for that, is this going to carry over into your new year's eve plans. >> stay tuned, that's a good tease. see you soon, thanks. this morning, people in one peninsula community are on alert after a terrifying late night attack, and police are asking for your help to identify the man involved. investigators say this image of

him was captured by surveillance video minutes before he attacked ament bo, it happened around 3:30 yesterday morning on el camino reale in palo alto as a woman was grabbing items from her car. officers say the attacker pushed her to the ground and sexually assaulted her over her clothing. fortunately her boyfriend heard her screams and was able to scare off the attacker before flagging down a patrolling officer and reporting the assault. the victim did not suffer any physical injuries. neighbors tell us, they're shocked. >> it's not something commonly heard of. now it happens. it's a busy street. stanford students are always here and so i think it's pretty scary to hear something like that. >> the man jumped into a red four-door 9 '90s model toyota corolla similar to this one and took off. police do not believe the attack is ekt cann connected to any ot previous assaults in palo alto. the manhunt for an inmate

who escaped from san quentin is over. authorities arrested shalom mendoza yesterday afternoon. at least two tips helped law enforcement track him down at a taco bell. >> as i was sitting down, immediately one of the gang task force unit guys kim came in, had his hand on his gun and told him that he needed to stop everything he was doing and put his hands up. >> mendoza was reported missing wednesday night after he walked away from work duty outside the walls of san quentin. he allegedly carjacked a rav 4 at a home depot in san rafael and dumped it. he was in prison for using a deadly weapon during a carjacking in l.a. county. he is now at the salinas valley state prison. "tribune publishing" alerted

fbi a virus impacted its printing plants across the country. many people expecting to find the saturday paper on their doorsteps yesterday morning were left empty-handed. the cyber attack impacted print editions of the "l.a. times," "the san diego union tribune" the chicago tribune" and the "new york daily news" saturday and sunday editions. tribune publishing are working on a work-around. there is no evidence customer data was stolen. police have identified this man who they say viciously attacked another man in san francisco's tenderloin district. he is 25-year-old melton earl kelly of oakland. he is wanted for attempted murder and robbery. police are confident he is the man seen brutally beating the unconscious victim on friday, just one block from the powell street b.a.r.t. station. the video is so violent, we can only show you some parts of it.

call 9911 immediately if you spot melton kelly. pinnacle's national park is forced to limit services because of the ongoing government shutdown, now in its second week. it is ten miles east of soledad, 80 miles south of the bay area. it's a popular spot for hiking, camping, climbing and spotting the rare california candor. beginning this week, the east campus us entrance will be open, all others must use the west entrance. people are asked to use the restroom before they enter the park and to take their crash trash with them when they leave. continuing our coverage of the government shutdown, 42,000 members of the coast guard will get paychecks before the new year. the coast guard was not getting paid during the shutdown because it falls under the department of homeland security, but a short term solution has been reached with the trump administration. over twitter, the president continues to blame democrats for the shutdown. however, the president might compromise on the amount of funding for a border wall.

of the building high clouds, the winds are kicking up and increased moisture making our temperatures warmer but still cold. so let's talk about your highs for today. some spots will be a tad bit warmer but not by much. still topping out only in the upper 50s, for oakland 58 degrees, 60 degrees for santa rosa and overall, our sky outlook will be sunshine. we have more high clouds building today but periods of breaks in the clouds and sunshine pushing through. we'll have an overall nice morning into the afternoon, and here is a look at satellite radar. we've got two interacting systems that are going to play a role in our windy conditions tonight. we've got this building high pressure and we're going to pair that up with a low from the desert and this is going to kick up winds in a into the afternoon hours. it will be windy at times and overall, there is expected to be some pretty gusty conditions for the hilltop areas. this is through tuesday. let he me fast forward this, before i get back to the winds,

taking you all the way in through next friday january 4th, this is our next chance of possibly seeing some rain into next weekend for the first weekend of 2019. so we're going to have a dry start to the new year and our rain chances will develop later into the work week. so that high wind advisory will kick in tonight, late tonight into new year's day. what does this mean? well, elevations above a thousand feet for the north bay mounta mountains, east bay hills, diablo and santa cruz mountains, northerly winds 20 to 35 miles per hour, gusts upwards of 60-plus miles per hour. the hazards associated with that is downed trees and possibility of seeing power outages. more likely we'll issue a microclimate weather alert into tonight so you are up to date and aware of what's going on. over the next seven days we will be keeping windy conditions. the main impact is monday. monday is expected to be our

office, the state's gun laws are about to tighten, the legal age for buying long guns like rifles or shotguns jumps from 18 to 21 and bump stocks officially banned. other laws taking effect january 1st, all mail ballots must be prepaid by municipalities. customers can only get a plastic straw by request at restaurants. minimum wage rises to 12 bucks an hour for most companies and motorized scooters don't require a mel helmet for those 18 and older, the leeway leaves many uneasy. >> when you're on a bicycle or scooter or motorcycle, you have whatever you're wearing to protect you. the fact that a helmet isn't mandatory is just mind-boggling. >> reporter: sam brock, "nbc bay area news." despite the new lobby, sf mta recommends all scooter riders wear a helmet. the department of public health is studying the number of people injured not wearing a helmet using non-traditional transportation. they'll have a first look at the results six months from now. the state also is taking

francisco. another man punching him, kicking him, when the victim appears to be unconscious. some parts of the video too violent to show. chuck bentley had lunch near the corner and just learned about the violent episode. >> i'm on alert at all times, at all times. i don't wear any headphones. i'm always looking around. i'm always listening. >> reporter: he says he generally feels comfortable here, less so at night, but he's shocked this violent episode happened in the middle of the day. police are releasing few details about what occurred, but say the suspect is wanted for attempted murder and robbery. >> he was quite reassuring, when i got to b.a.r.t. and saw the police officers. >> reporter: rose noticed the police officers right away, visible as holiday shoppers and tourists hit market streets, but she says south of market was unsettling and mid market, some tech companies complained about open air drug dealing and street violence. >> that was a little concerning, hard to take a walk, so just watching behind me, making sure nothing was going to happen.

>> reporter: a recent study shows a significant drop in theft and assaults due to an increase in foot patrol. these tourists don't see san francisco as being more dangerous than other big cities. >> we walk away, taking pictures, sharing with the different people. we love the city. >> we have been seeing some places that you have to take good care, just walk away, and don't stop and just don't say nothing, keep going and some others that were very friendly. >> reporter: "nbc bay area news." a heroic effort of a man burned while saving his wife and 18-month-old daughter from their burning home in castro valley. it happened yesterday morning, when alameda county firefighters arrived, the man had just pulled his wife and daughter from the home and was outside trying to put out the flames himself with a garden hose. he suffered second-degree burns and was taken to the hospital. two of the family dogs died in

the fire. investigators say it was ignited by a space heater. homeland security secretary christian nielsen is visiting yuma, arizona, this weekend continuing her southwest tour to see conditions at the border. the department is facing criticism two young migrant children died in separate incidents. they were 7 and 8 years old. the boy and girl from guatemala were detained at the border and died while in u.s. custody. president trump tweeted and said his administration shouldn't be blamed for either deaths. his tweet said "any deaths are strictly the fault of the democrats and their pathetic immigration policies." it's the first time the president has spoken about the children's deaths. back in yuma, the department of homeland security says migrant also receive more thorough initial health screenings, as well as secondary screenings for every child in border patrol custody. nielsen is calling on congress to act with urgency. the partial government shutdown has entered its second

"wringing" their while most of us will be ringing in 2019, a couple dozen prominent people will be wringing their hands about the 2020 presidential election. yes, hard to believe, as it is, the race for 2020 presidential nominations has begun in earnest. nbc bay area political analyst larry gerston joins us. i feel exhausted. really, so soon? >> yes. so soon. but that's the way it is these days in the united states president. not so many years ago, kira, most people gave little thought to presidential elections until a few months before the event, but an elongated nomination process, a very polarized electorate and social media eliminated any sense of that precious separation you'd like to see. in fact, for several months, potential candidates have been crisscrossing the nation and meeting with small groups of possible donors and political

influencers, in what we call the invisible primary. >> why is it called the invisible primary? shouldn't we, as voters, know more about it? >> not really. you don't need to know this, believe me, but really, the invisible primary is called that, because would-be candidates don't want to commit to grueling nomination processes, unless they believe they have a real chance to succeed. that's why they have gone about their business so quietly, but over the next few months, watch out. we'll learn a lot more about who is serious and who is not, largely because of what these would-be candidates discovered during the invisible primary period and because they'll have to jump in soon to put together the necessary staff and seed money for their long and i mean perilous journey. >> yes, but with a republican incumbe incumbent, it seems that president trump would have a lock on the nomination, or am i assuming too much? >> not so fast, not so fast.

normally that would be the case, but this isn't likely to be a normal election in as much as president trump has very low public approval, ranging from the high 30s to the low 40s. nothing to write home about there, so given these numbers, it would not be surprising to see republican challengers test the waters, maybe someone like former ohio governor john kasich, and new u.s. senator but former presidential nominee mitt romney of utah. they're both possible republican candidates and perhaps u.s. senator marco rubio, a trump opponent in 2016, he's been rather feisty, he might also give it a go. >> interesting. what about the democrats? how open is that field? >> got about an hour? >> no, unfortunately. >> that's about how long we need, just to cover the list. there are a few things to consider. most early polls of democratic voters point to experience and fresh ideas as important

candidate attributes. now, that would seem to leave out hillary clinton and bernie sanders. after that, wow, the early going is anybody's guess, but you know, minnesota's u.s. senator amy klobuchar and ohio's u.s. senator sherrod brown have been mentioned by those in the know. others include u.s. senator from new york kirsten gillibrand and colorado's governor john hickenlooper, kamala harris, adam schiff and eric swalwell have been mentioned among the fresh names. the point is this, the point is this, it's too early to know which candidates will emerge from the invisible primary, it's hard to say that one, and which of these names are really going to be real. >> yes, it's a big pool from which to fish. historically, california has been honestly sort of an afterthought, given our june primary date, but i did not know

this, that's about to change in a big way. >> it sure is, in a big way. things will be the same as in the past, as far as both political parties go for the first month of 2020, when i remember this, we all do, iowa, new hampshire, south carolina, nevada, the big four roll out for the first four nomination events. no change there, but on march 3rd, 2020, watch out. nine states will hold their presidential elections. one of those will be california, with the largest number of delegates in what is sure to be dubbed as the new super tuesday, so yes, unlike the past, california will be in the thick of the presidential nomination process, and because of that, will no doubt see an increase in voter participation. >> it will almost seem like we matter at some point. >> yes. >> so that's still a month or a year and three months away. what do we watch for in the meantime? >> it will be here quick, believe me. >> you're right. it flies. >> over the next couple of

months, watch this. expect most of the serious candidates to officially announce their candidacy. don't be surprised to see some of the names we discussed, but there will be lots of surprises nonetheless, perhaps nebraska's u.s. senator ben sass for the republicans, maybe former new york mayor michael bloomberg for the democrats. we only know this, beginning january 1, 2019, campaigning for the 2020 presidential nominations will no longer be invisible. >> oh, my gosh, so we have 48 hours to enjoy the relative peace. >> happy new year. >> thanks for nothing. no, no, as always, larry, thanks so much. we really appreciate your insight. still ahead on "today in the bay," they were there to cheer on the irish but something very unexpected landed on them. the story behind the picture going viral, when we return. one of the first signs of changing weather is always the

take a look a good morning. it is 7:53 and it is cold once again. we're waking up to 30s in the north bay. 32 degrees in santa rosa. 38 degrees in concord, but we are actually running a few degrees warmer, because of the increase in cloud cover, we've also got a changing weather pattern. we have an increase in moisture,

and the winds already starting toic can up. your microclimate highs for today will be cool, upper fiftsz 50s through oakland and san francisco. low 60s up to the north bay. but we'll expect to see filtered sunshine into the afternoon. basically what that means, some areas will get a break in the clouds with some sunshine, but noticing an increase in cloud cover. we've got two interacting systems right now, and this is what's going to bring the biggest impact into this evening in terms of the wind. we've got that ridge of high pressure that kept us dry and pretty much comfortable in terms of the sunshine for the last couple days, paired with another system and that will kick up gusty conditions. windy at times, not just for today. that's expected to last all the way through new year's day. just giving you a look ahead at our next chance of seeing rain, i had a couple folks ask me that question online. january 4th on friday, we have the other system developing far off to the pacific and that's going to bring our best possible chance of seeing some rain in towards the start of next week.

here it is, we have a high wind advisory, which means we'll more than likely be under a microclimate weather alert into the evening, for elevations above 1,000 feet, talking northerly winds 20 to 35 miles per hour with possible gusts upwards of 60 plus miles per hour for the higher elevations and mountaintops. santa cruz included. we're seeing winds beginning to kick up now. this could bring the potential hazard of downed trees and power outages, so a good idea right now to check out your backyard and see if there's patio furniture you might need to bring inside just to avoid causing any dangers out there. new year's eve, it will be windy at times, at about 2:00 p.m. again, those winds will begin to kick up and then the temperatures are going to cool rather quickly. they're going to be topping out really only into the upper 60s, and then dipping down into the 40s, which means chilly overnight lows, as far as your new year's day, we're going to have those winds still pretty gusty especially for the hilltop areas but less windy around midday, the winds will diminish.

look at the morning lows, 34 degrees for new year's day, so here is a quick look at the next seven days, what you can expect, wind will be the main event as we head into tonight and into monday, it's going to be really gusty at times, and then the temperatures topping out into the 50s, and if you notice, our chance of rain really moves in next weekend, so the chance of rain develops on friday, and then we see our best chance of seeing that into the first weekend of 2019, but for new year's plans, it's going to be a little chilly and windy out there, so keep that in mind, folks. i'm going to be bundled up. >> good to have that warning but i love seeing the sunshine. at least we have that. vianey, thanks. before we go, take a look at this, if you didn't see it last night, from last night's cotton bowl game between notre dame and clemson, a bald eagle landing oen irish fans after the national anthem. the eagle was part of the pregame festivities before it went rogue. after the eagle's adventure
